1. What are the requirements for a baton/firearms instructor's certificate?

The requirements for a firearm instructor certificate are that the applicant:

  • Possess an associate of arts degree in the administration of justice or one year of teaching or training experience AND
  • Possess a police or security firearms instructor training certificate issued by the National Rifle Association or a firearms instructor training certificate issued by a federal, state or local agency

The requirements for a baton instructor certificate are that the applicant:

  • Possess an associate of arts degree in the administration of justice AND
  • Possess a baton instructor certificate issued by a federal, state or local agency or one year of verifiable baton teaching experience, or its equivalent as determined by the chief

2. How do I get a police or security firearms instructor training certificate issued by the National Rifle Association (NRA)?

The NRA police or security firearms instructor training certification is obtained by taking the NRA Law Enforcement Instructor training class. You can log on to http://le.nra.org/training.aspx to find the nearest class location.

3. How long will it take to process my application after I submit it?

The complete processing of the application will take approximately three to six months.

4. What forms must be included in the training facility application package?

  • Application for Training Facility Certification (Form 31B-4)
  • Personal Identification form (Form 31B-6)
  • Additional information as required
  • The second copy of the Live Scan Form (BCII 8016) signed by the Live Scan operator.

  • Application for Instructor Certification (Form 31B-4)

6. What is necessary for Baton Facility certification?

The Baton Training Manual is the standard for instruction at all baton training facilities. It was developed by a field of experts in baton training, in conjunction with Bureau staff. The Baton Training Manual will be sent when the facility is certified. Approval may be given and a certificate issued if the facility employs a certified training instructor. Each baton training facility must have a written procedure for the security of the written examination and must be submitted to the Bureau on demand.

7. What is necessary for a Firearms Facility certification?

The Firearms Training Manual is the standard for instruction at all firearms training facilities. It was developed by a field of experts in firearms training, in conjunction with the Bureau staff. The Firearms Training Manual will be sent when the facility is certified. Approval may be given and a certificate issued if the facility employs a certified training instructor. Each firearms training facility must have a written procedure for the security of the written examination and must be submitted to the Bureau on demand.

8. How long is the certificate valid?

A training facilities (baton/firearms) certificate is valid for two years. A training facility instructor (baton/firearms) certificate is valid for two years.

9. How does an instructor renew his/her certificate?

Prior to the expiration of the license, the applicant may receive a courtesy renewal application mailed to the last address of record approximately 60-120 days in advance. If you do not receive a renewal application, you should submit a copy of your certificate with a written request for renewal, including the fees (see fee schedule) and mail to:

10. How does a Training Facility renew their license?

11. Where does a training facility obtain forms for baton certificates?

The certified instructor can order a supply of baton certificates from the Bureau. The training facility must submit a request in writing. The request must be on company letterhead and include the following:

  • Name of Company
  • Address of Company
  • Owner of Company
  • License Number
  • List of forms and amount

The fee is $50 for each certificate ordered. The requestor must be the one designated by the company to act on behalf of the company and this information should be on file with the Bureau.

12. Where does a Firearms Training Facility obtain forms for firearms permits?

Forms can be downloaded from the Bureau's Web site at www.bsis.ca.gov or you may send a request in writing. The request must be on company letterhead and include the following:

  • Name of Company
  • Address of Company
  • Owner of Company
  • License Number
  • List of forms and amounts

13. Can I verify receipt of my application for Training Facility or Instructor?

Yes. You can verify receipt of your application by waiting approximately four to six weeks prior to contacting the Bureau at (916) 322-4000.

14. How do I notify the Bureau of my change of address?

You must notify the Bureau in writing within 30 days of an address change. Be sure that you include your certificate number, name, previous address, new address, date of birth and Social Security number. Please print information.

15. How do I change my business name?

In order for you to change your facility's business name, you must submit a written request to the Bureau. Submit at least six names for consideration. The first name requested will be approved unless the name can be confused with or is similar to any federal, state, county, or municipal government function or agency or to any law enforcement agency, or in any name which may tend to describe any business function or enterprise not actually engaged in by the applicant/licensee under that name.

*You may not operate under your requested new name until an approval is received

16. If I lost, destroyed or damaged my certificate, how do I obtain a duplicate?

If you have lost or destroyed your certificate, you may request a duplicate certificate by submitting a written request to the Bureau explaining the circumstances along with a $10 fee. Please allow 4-6 weeks for replacement.

17. The name/address was misspelled on my certificate. Is there a fee for a new one?

No. An error on a certificate should be returned for correction to the Bureau without charge. A correction will take approximately 3-4 weeks. Please clarify the error in writing and return the certificate.

(This does not apply to address changes when submitted after a renewal was paid and already mailed.)
